McArthur — local firms must have equal opportunity to bid for HIE contract
Liam McArthur MSP has welcomed confirmation from First Minister Alex Salmond that he will investigate ways of enabling construction firms in Orkney to bid for a contract to build two engineering units at Lyness and Hatston.
The Orkney MSP raised the issue at First Minister’s Questions on Thursday, following reports that the HIE contract effectively excluded any local business from tendering for the work.
In response to Mr McArthur’s question, Mr Salmond said he would look into the matter urgently and see what could be done.
Mr McArthur said: “This investment by HIE is very welcome. These engineering units will make a valuable contribution to supporting the development of renewables in the islands.
“However, it is vital that local firms have an equal opportunity to bid for the work. These buildings are not hugely complex, and certainly a number of Orkney-based construction firms would appear more than capable of delivering what HIE and the renewables industry needs.
“If specific accreditation is needed, HIE and Scottish Government should be supporting Orkney businesses to secure this. That makes sense for the Orkney economy, but also ensures that public expenditure benefits from healthier competition.
“This is not about loading the dice in favour of Orkney firms, but just making sure they get a fair crack of the whip. The energy minister and HIE have indicated a willingness to look again at the issue, but I am pleased that the First Minister will also take a personal interest. Hopefully, this can enable a rethink to take place in the interests of Orkney businesses, the renewables sector and Scotland’s public finances.”
